Introduction

If it is not measured, it is not managed (Drucker, 1954). Billions of Rands are wasted year after year as a result of ill-monitored projects, creating a need for a programme that will equip individuals with the tools to manage their projects better, learn from mistakes and intervene before it is too late. Monitoring and Evaluation is increasingly recognized as the cornerstone for effective programme management and is critical for organisational sustainability. A continuously increasing need for suitably skilled monitoring and evaluation project managers has been identified as a priority area by various stakeholders active in different sectors and industries; e.g. globally-funded sponsorships often require evidence of effective monitoring and evaluation systems prior to awarding funds.

The purpose of the Advanced Certificate (Monitoring and Evaluation) is to equip managers and M&E officers across a variety of sectors with the knowledge and skills to successfully design and implement sound monitoring and evaluation systems from programme/project initiation to close-out.

This programme is structured in such a way that it guides learners to apply monitoring and evaluation principles within the context of their unique work environment.

Who Should Enrol

Any individual that is presently operating in a monitoring and evaluation role who has identified a need to further develop their monitoring and evaluation knowledge and skills, additional to their current vocational focus, e.g. a manager whose performance agreement demands the effective design and management of monitoring and evaluation system for a programme or organisation.

Entry Requirements

The entry requirements is an NQF Level 5 qualification.

Learning Outcomes

After completion of this qualification, participants will be able to:

  • Master key principles of monitoring and evaluation relevant to implementing projects and programmes
  • Apply results-based management principles
  • Explain and apply the value of a Theory of Change and Logical Framework in monitoring and evaluation
  • Learn how to undertake a stakeholder mapping and analysis for monitoring and evaluation purposes
  • Design monitoring frameworks
  • Manage data quality
  • Conduct routine data quality assessments
  • Identify indicators for projects and programmes
  • Demonstrate the ability to use and report on monitoring data
  • Plan and conduct an evaluation
  • Study practical considerations in selecting appropriate evaluation designs and methods for data collection
  • Construct an organizational learning agenda and identify evaluation priorities and questions
  • Apply evaluation ethics 
  • Acquire skills in developing practical sampling and data analysis strategies
  • Plan for resources needed for an evaluation
  • Develop a Terms of Reference for evaluations
  • Learn key steps in ensuring effective communication and utilisation of evaluation findings

Course Design

This is a blended learning programme, offered as distance (self-study) learning through eLearning, supported by 3 blocks of virtual classes.

Course Content

The following modules are included in this programme:

Module 1 – Introduction to Monitoring and Evaluation:

  • Introduction to monitoring and evaluation principles and concepts
  • Programme Logic Models and Theory of Change
  • Designing monitoring systems for programmes

Module 2 - Monitoring of projects and programmes:

  • Implementing programme monitoring systems
  • Managing data quality
  • Analysing and reporting monitoring data for decision making

Module 3 - Evaluation of projects and programmes:

  • Designing evaluations
  • Planning and managing evaluations
  • Disseminating and using evaluation results

Assessment

Participants will be assessed through means of both formative and summative assessments.

Accreditation

The Advanced Certificate in Monitoring and Evaluation is a registered qualification on NQF Level 6 for 120 Credits.

Course Duration

The Advanced Certificate in Monitoring and Evaluation is a 12-month programme.

Certification

Participants will receive a certificate of completion for the Advanced Certificate in Monitoring and Evaluation should they attend all virtual classes as well as successfully complete the assessment component.

Course Fee

R24 800.00 (Inclusive of VAT ad Taxes where applicable).

R300.00 non-refundable application fee.

A minimum of R6 200.00 secures your seat.

Enrolment process

Applicants will follow these easy steps on their path to enrolment, please contact us for the relevant forms:

Step 1: Apply for enrolment

You will be required to complete and submit and application form for enrolment, together with supporting documents, please note there is a non-refundable R 300.00 application fee. Please note that by signing the Application Form and submitting the supporting documents you indicate that you understand that, should your qualification(s) be found to be misrepresented or from a degree mill, then your name will be included in the Register of Misrepresented Qualifications and Providers operating outside of the South African NQF (RMQP). You will also not receive the qualification.

The following supporting documents need to be submitted:

  • Certified copies of qualification/s (including academic record)
  • Certified copy of RSA Identification document or passport.
  • Proof of payment of the application fee.

Once you have submitted your application, along with all supporting documentation, you will receive correspondence from FPD regarding the outcome of your application.

 

Step 2: Apply for Recognition of Prior Learning (RPL) / Credit Accumulation & Transfer (CAT)

Recognition of Prior Learning (RPL)

Applicants aiming to enter the FPD proposed AdvCert (Monitoring and Evaluation) programme may already be working in a management context and/or have gained knowledge as a result of learning in the workplace and in other settings. If this applies to you, you can apply for RPL by providing testimonials/reference letter from previous or current employers. The testimonials/reference letter must include the number of years worked and your responsibilities/duties. 

Credit Accumulation & Transfer (CAT)

Students who have previously successfully completed relevant modules, courses or programmes at FPD or another institution and who wish to have such modules, courses or programmes recognised by FPD should apply for CAT. 

The following supporting documentation is required to be submitted:

  • Certified transcript(s) of training from a previous educational institution
  •  Assessment results or any relevant documentation that supports the credit claim 

You will receive correspondence from FPD regarding the outcome of the CAT.

 

Step 3: Registration and Payment

Successful applicants will also receive an invoice from FPD, in order to make payment. A 10% non-refundable registration fee is required upfront. As a student you have the option of paying the remainder of the fees at the start of each quarter or alternatively you may also pay for the entire qualification in advance.

Once proof of payment has been received, you will receive an acknowledgement letter with a link for you to register on the FPD Student Portal.
