Introduction

If it is not measured, it is not managed (Drucker, 1954). Billions of Rands are wasted year after year as a result of ill-monitored projects, creating a need for a programme that will equip individuals with the tools to manage their projects better, learn from mistakes and intervene before it is too late. Monitoring and Evaluation is increasingly recognized as the cornerstone for effective programme management and is critical for organisational sustainability. A continuously increasing need for suitably skilled monitoring and evaluation project managers has been identified as a priority area by various stakeholders active in different sectors and industries; e.g. globally-funded sponsorships often require evidence of effective monitoring and evaluation systems prior to awarding funds.

The purpose of the Advanced Certificate (Monitoring and Evaluation) is to equip managers and M&E officers across a variety of sectors with the knowledge and skills to successfully design and implement sound monitoring and evaluation systems from programme/project initiation to close-out.

This programme is structured in such a way that it guides learners to apply monitoring and evaluation principles within the context of their unique work environment.

Who Should Enrol

Any individual that is presently operating in a monitoring and evaluation role who has identified a need to further develop their monitoring and evaluation knowledge and skills, additional to their current vocational focus, e.g. a manager whose performance agreement demands the effective design and management of monitoring and evaluation system for a programme or organisation.

Course Design

The programme consists of the following learning components: 

  • Distance e-learning (self-study) modules,
  • Nine (9) Assisted virtual tutorial sessions, and
  • Various assessment tasks.

Course Duration

The Advanced Certificate in Monitoring and Evaluation is a 12-month programme.

Course Content

The following modules are included in this programme:

Module 1 – Introduction to Monitoring and Evaluation:

  • Introduction to monitoring and evaluation principles and concepts
  • Programme Logic Models and Theory of Change
  • Designing monitoring systems for programmes

Module 2 - Monitoring of projects and programmes:

  • Implementing programme monitoring systems
  • Managing data quality
  • Analysing and reporting monitoring data for decision making

Module 3 - Evaluation of projects and programmes:

  • Designing evaluations
  • Planning and managing evaluations
  • Disseminating and using evaluation results

Learning Outcomes

On achieving this qualification, a learner will be able to:

  • Demonstrate and apply the basic principles and key concepts in developing monitoring and evaluation systems.
  • Apply knowledge and skills to set up monitoring and reporting mechanisms for interventions.
  • Apply knowledge and skills to conduct an evaluation of an intervention in the public or civil society sector.
  • Demonstrate knowledge and understanding of the professional and ethical considerations when managing the Monitoring and Evaluation portfolio of an organisations (including data collection, analysis, presentation and reporting).

Assessment

The programme includes the following assessment opportunities:

  • Three (3) formative assessment tests - self-study multiple choice questions (MCQ) assessments.
  • Three (3) summative modular assessments (individual assignments) in the form of work-related assignments
  • Three (3) summative exam assessments – this will be in the form of a summative case study assessment.

Certification

Successful participants will be awarded with an Advanced Certificate in Monitoring and Evaluation.
